For Indians only: When BSNL was giving dial up connection, the data usage cap was limited or unlimited?

It was charged according to the time the connection was on..that is xx paise/sec..no capping was there..also the speed was horrible..why would bsnl ever cap data usage at that speed where a 500kb file could take 8mins to download.. :)
